The first panellist, Prof Farid Sufian Shuaib, emphasised that in determining constitutional powers, reference should be expanded beyond the wording of the Federal Constitution to include practices and the convention. The operation of the constitution should also take in account the law of power – the realpolitik. As the Supreme Head of the Federation, the Yang di-Pertuan Agong had taken the oath of office to govern with justice according to the law and the Constitution, to protect the Religion of Islam and to uphold peaceful and just government.
